Supporting Teachers at Regional and Rural Schools team

The Victorian Government is investing $41.7 million towards targeted initiatives to attract excellent teachers to fill hard-to-staff positions in government schools across the state. It aims to better support students and address the disparity between regional and metropolitan schools. This recently announced funding is meant to attract teachers and school leaders to schools in rural and regional Victoria and supporting them to stay there.

The financial and wrap-around support model to attract and retain teachers in hard-to-staff positions is based on evidence that shows a combination of incentives is most effective at encouraging teachers to move to where they are needed most, including to rural, regional and remote schools and hard-to-staff subjects in metropolitan schools.

The Supporting Teachers at Regional and Rural Schools (STARRS) is a small team in the People Services Branch. STARRS has been established to design and implement the financial and wrap-around supports, initiatives and other strategies to support Principals and Networks:

  •  to support teachers in the relocation to their new school and local community
  • boost the retention and development of teachers in rural, regional, and hard to staff schools.

The STARRS team has been providing oversight of:

  • funding being distributed to networks, to provide the opportunity for the collaborative design of bespoke solutions to boost retention and the development of quality teachers in regional rural and remote schools
  • the development of guidelines to support the use of the professional development, network, and welcome event funding to Targeted Financial Incentive (TFI) teachers to support job satisfaction and career development
  • the development, design and implementation of initiatives and strategies to support Principals and Networks to support teachers, in their induction and relocation to regional and rural areas, and to ensure teachers feel connected to their school and local community
  • the development of a retention evidence base available to Principals and Network Chairs, including teacher personas, best practice examples, case studies and teacher retention and development research.

STARRS initiatives will foster collaboration, cutting edge practice and build a professional community in regional, rural, and hard to staff schools across Victoria, ultimately boosting the retention and development of quality teachers and directly impacting on student achievement.

Role Purpose

Reporting to the Project Manager, this role will support the design and implementation of the funding and wrap-around model through: stakeholder management; project and resource monitoring and management including budgets, contract management, and reporting; analysis of evaluation data sources and evidence-base; digital innovation; and communications through briefings and presentations. 

You will be a self-starter, determined to see the task through to the end, and be able to operate independently and with confidence. You are motivated and keen to explore and brainstorm ideas, conceptualize them and then ensure quality delivery.

The role involves:

  • project planning, development and management to deliver multiple projects to meet tight timelines
  • requirements for regular status reporting, briefings, articles and other written communication
  • successful navigation of various Departmental processes and procedures (e.g. human resources, procurement, communications)
  • effective liaison with multiple internal and external stakeholders
  • evaluation and the ability analyse and synthesise both quantitative and qualitative data
