Full Job Description
The Enterprise Project Capability Development Lead will own and deliver the advancement of Swinburne’s project delivery capability toward leading best practice. The role seeks to improve the way projects are initiated, approved and managed across the university by owning and improving the project delivery standards, frameworks and tools to ultimately enable the realisation of project benefits.

In this role, you will be the champion for project and program management delivery frameworks and associated ways of working across the university with accountability for building Swinburne’s Project Management framework and tools (based on leading industry practices). This will enable the successful delivery of portfolio, program and project management outcomes critical to Swinburne achieving its business strategy. The role also enables the effective application of frameworks and tools through induction, training and support.

Reporting to the Deputy Director Investments and Project Office, you will be required to build and launch an engaged and interactive, enterprise-wide Project Management, Business Analysis and Change Community of Practice (CoP) (Change being in partnership with People, Planning and Culture). The CoP will need to incorporate capability development, information sharing, knowledge building, coaching and mentoring opportunities for its members. The purpose of the CoP will include:

  • Problem Solving: Bringing together expertise from a variety of sources to focus on solving a common problem, thus providing benefits to members and/or their projects/assignments
  • Knowledge Creation and Sharing: Developing new knowledge that will aim to improve the quality of Project Delivery capability at Swinburne
  • Best Practice: Focusing on developing, validating and disseminating best practice across the community members
  • Innovation: Gathering of professional peer groups, with a focus on new and emerging areas of knowledge where there may be the opportunity to innovate
As the Capability Development Lead you will be responsible for assessing current processes, procedures and tools, identifying gaps and areas requiring capability uplift, together with proposing procedural, process, tool and training changes to address deficiencies and ensure consistency.

To do this, you will also partner with the senior executives and their teams, providing coaching, advice and support in the development of Project Management capability within their areas of responsibility and across the university with the goal of ensuring consistency in approaches.

Further, you will work in close collaboration with the Deputy Directors Portfolio Delivery to ensure there is compliance with the minimum standards of project frameworks, to identify capability gaps and develop strategies to ensure that the university has the required skills and capabilities to successfully deliver project portfolios year on year.

About you

To be successful in the role, you will have:
  • Tertiary qualifications in Business, Project Management or similar II Professional Project or Program Management accreditation (such as Prince2, PMP or AIPM CPPM accreditation)
  • Proven strong experience in a project management role in either Education, Professional Consulting firm or within Government, Utilities or Financial Services sectors
  • Demonstrated experience in establishing Program, Project and Change Delivery frameworks
  • Demonstrated experience providing coaching, education and advice to delivery teams
