About the Centre/Service

Doris Blackburn Preschool has been providing quality, affordable education for 3 and 4 year old children in the local area for 75 years. We are an independent, community based centre that encourages our children to engage in a play based program making their learning meaningful, relevant, interesting and imaginative.

Description

The Centre Manager, reporting directly to the Committee of Management, will be responsible for the day to day operation of the centre in line with regulatory policies and procedures. Overseeing the administration, staffing, team engagement, budgets, invoicing, policy management and process improvement, you will work closely with the Committee and the Educational Leader to ensure that Doris Blackburn Preschool works within the context of the organisation’s Vision, Mission and Values and create an environment of continuous learning and reflection. Key Responsibilities: Administration, Regulation and Policy

  • Oversee the administration and co-ordination of the preschool. This includes, but not limited, to the enrolment of 3 and 4 year old’s, data collection via KIM, preschool banking, payment of invoices, purchasing of resources and materials for the preschool which is consistent with the budget, organising centre tours and reviewing and updating the Centre Handbook.
  • Develop and implement efficient and effective administrative systems.
  • Oversee IT systems that support preschool operations and provide training of IT systems to all relevant staff.
  • Attend to correspondence and general enquiries as appropriate.
  • Ensure that the Preschool operates in accordance with all applicable regulations and policies, e.g. Education and Care Services National Law, Education and Care Services National Regulations, National Quality Standards and Occupational Health & Safety. Ensure the Emergency Management Plan is reviewed and updated regularly.
  • Develop, implement or amend policies and procedures, as required, in conjunction with the Committee and ensure the Preschool website is always up-to-date.
  • Work closely with the Educational Leader to support an environment that allows teachers and educators to deliver exceptional educational programs and Quality Improvement Plans, in line with the National Quality Standards and Early Years Learning Framework.
  • Manage relationships with key regulatory departments and operational partners (e.g. ASK, Department of Education, Moreland City Council, Early Childhood Support Services).
  • Liaise closely with the Committee of Management, Preschool families and staff. Attend meetings and provide reports so that all stakeholders are involved with and understand the preschool program. Report regularly on all matters to the Committee of Management.
  • Organise and oversee all maintenance work at the preschool in accordance with committee approval.
  • Work with the Educational Leader and Committee of Management to develop strategies to ensure forward planning, evaluation and review of the service.

Financial and risk management

  • Oversee the daily financial operations of the preschool, including preparing, monitoring and reporting on budgets (in conjunction with the Treasurer).
  • Oversee negotiation and management of third-party contracts.
  • Provide and maintain appropriate financial and administrative records.
  • Maintain controls and processes for cash handling, payments and financial management.
  • Identify control weaknesses and establish processes to mitigate risks (in conjunction with the Treasurer).
  • Report regularly to the Committee of Management, and to Council, where required.

Staff and workplace management

  • Manage day to day human resource and operational matters, including roster development and staffing arrangements.
  • Work jointly with the Educational Leader to motivate, engage and develop the team by sharing the centre’s vision and setting clear goals.
  • Ensure a safe and healthy workplace for all staff including management of OH&S (including COVID controls) as well as promoting staff wellbeing.
  • Develop an effective team, encouraging team participation and developing improvement in operational practices.
  • Organise the placement of work experience students and volunteers.
  • Initiate, lead and work with the Educational Leader to undertake staff performance reviews and support professional development of staff.
  • Ensure services are adequately staffed in accordance with required ratios at all times.

Community Communication

  • Develop mechanisms for regular consultation with service users and the community to enable their input to service policy.
  • Ensure the community has accessible information on the preschool services and other relevant services/resources.
  • Facilitate communication, build relationships and develop connections between the preschool, its families and the wider community (website, emails, open days, community promotions, community partnerships etc.), in conjunction with the Committee.
  • Assist with preschool community fundraising events and communication of these events.
  • Maintain a reliable calendar system to allow staff and committee to manage monthly and yearly activities and events.

Our ideal candidate: Our ideal candidate will be an experienced, innovative, team oriented person, with experience in coordinating/managing an Early Childhood centre and implementing new and innovative ideas to benefit the staff, educational program and community.

Qualifications

Essential

  • Experience in early childhood management, or a similar leadership position, with a sound understanding of the National Quality Standards and Early Years Learning Framework.
  • Extensive experience in administration, finance and educational governance.
  • Ability to manage own time, set priorities, plan and organise one’s own work to achieve specific objectives efficiently, within available resources and designated timeframes.
  • Excellent communication skills - written and oral.
  • Ability to support the preschool’s IT environment.
  • Satisfactory current Police and Working with Children checks.

Desirable

  • Bachelor of Early Childhood or Diploma of Children Services.
  • Qualifications in Business, Financial and Governance.
