Classification: Executive Class (Salary Range: $180,356 - $262,641)

This position is an early childhood education sector lead for their Region, focused on building leadership capability and driving system, provider and service level change to improve outcomes for Victorian children. 

The people in this role will work both within SRS and with central colleagues and also externally with key stakeholders (including senior leaders in local government and other organisations) to drive reform and support quality and appropriate oversight. 

The role is responsible for directly managing and leading a small team of professionals in the Regional Office, but also for spearheading reform and improvement efforts across their Region as a whole, working closely with and supporting DET Area Executive Directors and their teams, as well as external stakeholders, in strengthening early childhood sector leadership professional practice.

This role supports the Regional Director, SRS and the Deputy Secretary, Early Childhood Education, in driving a state-wide consistent, aligned and coherent approach to planning, implementation and delivery of reforms and service support in early childhood education, with a focus on kindergarten programs.

Under the leadership of the Regional Director, SRS, the Executive Director, Early Childhood Implementation will work closely and collaboratively across DET to:

  • Lead early childhood reform (including change management) efforts at the regional level, with area and central colleagues;
  • Identify and implement opportunities for service integration that provide a better and more seamless experience for children and their families, including linking learning between kindergartens and primary schools;
  • Work with other agencies, including Department of Families, Fairness and Housing (DFFH) Area Managers, local government and community based organisations to address the needs of vulnerable young children;
  • In conjunction with the DET Area Executive Directors within the region and central groups, monitor and evaluate system and individual early childhood service performance, and support interventions where appropriate;
  • Manage early childhood service agreements with a focus on quality improvement and reform;
  • Drive the use of effective, evidence-based curriculum and pedagogy and play in early childhood services;
  • Assist with Victoria's participation in the Australian Early Development Index;
  • Ensure robust regional financial management and oversight of funded programs;
  • Establish processes to ensure the early childhood learning and development needs of the rural components of the region are given a high priority;
  • Exemplify integrity and sett a standard for others, supporting others to manage conflicts of interest, and using resources responsibly;
  • Model public sector values (integrity, accountability, impartiality, responsiveness, respect, leadership and commitment to human rights).
